Qualifications issue all right, but you're looking in the wrong direction. HR "professionals" should be looking in the mirror and asking themselves what data management skills they are missing (to manage resumes and candidate relationships), what critical thinking skills they are missing (to understand how candidates' experience COULD be applicable without necessarily matching preconceived "keywords"), what process and resource planning, presentation and advocacy skills they are missing (to lead their company as agents of change and advocates of professional development to avoid the repetition of these cycles during the next inevitable downturn), and what common sense they are missing (to avoid paying outside headhunters a premium commission - the most egregious waste of money in our economy - for doing their work for them).

We, at IvyExec, have noticed that this is an issue that has been greatly accentuated in this economy. As result, the online recruiting initiative has and will continue to grow tremendously. Through online recruiting, jobs are syndicated across hundreds of sources and employers are receiving more and more applications. On one hand this provides employers great application diversity. On the other hand, the all applicants may not be suited for the job and employers are in the position of reviewing hundreds of resumes. IvyExec's mission is to resolve this influx in applicants by monitoring who joins IvyExec and how our members apply for jobs. In essence, IvyExec aims to make sure that Human Resources departments are not bombarded with hundreds of applications. Instead, IvyExec provides employers with the applications of job seekers best suited for a given position. The services offered by www.ivyexec.com help job seekers and employers find a mutually beneficial match.
